Isn't the puzzle in Part 3 unsolvable? I can get everything else in place, but the 6 and 7 (or the 6 and 8) seem to be reversed, and I'm uncertain how I would go about finding the perfect heuristic value for a seemingly unsolvable puzzle...On a related note, should we consider states without solutions when creating our PDB for question B?
The puzzle in part 3 appears to be unsolvable as stated. I assumed the 6 and the 7 were flipped in the puzzle state.
